My dog has recently gotten scared to go outside when it's raining. Any suggestions to get her over her rain/thunder/lightning fear?

Go outside with her in the rain and thunder and act like nothing is different.

If you hide from the rain, so will she.

Your dog didn't get PTSD, it got smart. Why on earth will it want to go out into the rain and get wet and run the risk of being hit by lightning?

Oh I do that, me and the wife love sitting outside on the patio watching the light show.

My dog hates walks in the rain unless she is wearing a raincoat. Seriously.

Train it to retrieve ducks, then the problem is it will want to hunt for birds when it hears stuff

The dogs have food/water inside and extra water outside and three + acres to play on. She can/will play and chase cows 100 X her size. It just seems lately she is freaking out about the weather.

Would it have been that hard to give Chuck just a little more info dana? If you had even said research Box feeding it would have been more helpful.

I would have asked the same question as Chuck after you posted "Box feeding" not everyone is as educated on dog training as you.

Chuck? I like what Old Growth said. Don't just watch from the covered Patio though, go out in the rain with her and reassure her while you are out there.

Will it work? I don't know but that's a good start.

My Bassets weren't scared of thunder or fireworks at one point in their lives, probably the first 4-5 years, all 4 of them.
One day they slowly turned the corner and lose their shit with it all. Did all the work specialist advised to not much avail. Vet prescribed meds to calm but using a dose that took them outta half the fear just drugged them up and won't do that again.
Some pets you cannot change that behavior on treat or reward philosophy, just accept what it is and do your best to let them know that they have safe places to go that gives them comfort. My oldest lays behind my recliner over fireworks and thunder and I'll sleep in it until it passes or morning, youngest sleeps in the bathroom with the light on.
Try rewards training, but some things don't change.

What did the specialist recommend that didn’t work?

Rewards while slowly introducing low noise, started out popping balloons which made them run if they didn't see me pop it, slowly walk away if they saw me pop it.
Worked a long time with balloons and trying to give steak slices or raw hamburger to no avail. They never quite got the idea of doing good get a treat and do wrong not until doing it right.
Camping, wife would stay inside inside playing with them and I would fire off 22 a short couple hundred feet away with same results.most all this while wearing a thunder jacket.
Worked on placement, staying in position, mat or something familiar with enough room to stand, they just wind up laying down or walking away, rewarding tasks, right...
Basset hounds aren't known to follow commands, at all. Specialist told us that the Bassett hound is the top 5 of most stubborn and failure to learn commands as all they know by instinct is to chase until they drop dead.
Thought I had my youngest fixed and we were doing pretty damned good until 2 years ago, albeit might be due to her seeing her sister scared and a learned action with visual and audible reaction

Let me guess, they were getting their regular meals while being trained with treats?

What would you have done differently? Is withholding regular meals and then using treats a better option, or is there another way you know to help with the issue?
