Looking at reamers on the Pacific Tool and Gauge site, and I see 2 options- finisher and rougher. Do you need both to cut a chamber?

That would depend on the job at hand- if you merely cleaning up a chamber, i.e. 30-06 to 30-06 Improved or .30 Gibbs, then the finishing reamer is the way to go.

If you are chambering a rifled barrel with no chamber present, then a roughing reamer is the 1st step, followed by the finishing reamer to get final head space.

If your only doing one job/gun.
You may want to consider renting instead of buying.
I’ve used these guys in the past.

No, you can do the entire job with just a finish reamer. A rougher is handy if you're doing multiple jobs but not necessary for a one-off.
Also, friends don't let friends order from PTG. Their stuff looks great on the website, but there are just too many other good options for reamers that will be made correctly and shipped on time.

+1 to survivor's recommendation of renting from 4D, those guys are great, and you can get go/no-go gages at the same time. They're also good about answering questions like you have. Elk Ridge reamer rentals is another option, although I prefer working with 4D.
