Today I had to leave Tacoma Sportsmen’s Club members’ range after their staff told me that I cannot shoot my AR pistol with brace from the bench rest, because I “shouldered”...

Well, this is interesting... Maybe the 90 house members and a nation full of pissed off owners had something to do with it.
Or they're withdrawing and regrouping for when Big Daddy B takes the thrown.

IMO, when bullpups came to civilian market, SBR restrictions have lost their purpose completely.

So I went to the public range and they forewarned me "No shouldering." I was there another time when a member was shooting a 'double stamp' suppressed SBR. The RO was giving him the same spiel. The shooter told him it was a properly stamped SBR. The RO (different one from my incident) started to come up with some lame reason why, and I told the RO that technically, it was, in fact, a rifle. The shooter was allowed to stay. I could forgive the RO on my incident as he really could not tell me why or tried to come up with why, he was just told so. The second incident I am critical of because the guy was trying to come up with incorrect reasons why and argue with the shooter and he was wrong.

I would expect better from an employed RO, they should know WTF they are talking about before talking. As it stands now, i thought shouldering a Pistol was ok with the Alphabet boy's....but they flip flop a lot.

Yup, it's dead for the moment. After receiving the first 49,000 comments, I suspect the ATF realized that this was proposal was such a steaming pile of shit that, if they were to implement it, they would have looked like even bigger douchebags than they do at the moment.
No doubt they'll be back with something equally unfriendly but perhaps easier to get away with.

It was withdrawn in it's entirety. Granted, the notice itself stated that it had no force or effect of law, so...yeah. Who knows what'll happen next?

Upon reading the entire notice, it does appear to be dead. But I concur with your fears, especially since they threw this in there (Bolding is mine):
"...ATF is withdrawing, pending further Department of Justice review,..."
