I've tried to find clear instructions for months...
Is PSA-AKV with tri-fold considered an SBR?
If it does, can it be sent to the local FFL?

No it's not an SBR. That "stock" is a Pistol brace. The butt end is split and the lower part of the triangle is flexible material.

It says that it comes with a pistol brace. You could always SBR it later and add a different stock to it once the ATF gets their cut.
