It turns out the process is pretty easy and not very expensive. Basically I supply the FFL with a pre-paid label for a USPS small flat-rate box. It has to have the FFL as the return address. Then they box up the mags and away they go.
Unfortunately the FFL can’t or won’t substitute 10rd mags. Many manufacturers now have SKU’s for 10rd versions of various guns but in this case S&W doesn’t offer one.

Even the big box stores aren't doing it. I visited 4 retailers in ID/MT/WY last month and they had s**t for mag selection. Outside AR mags, they had G19, Hellcat, P365, and few others. The selection was disappointing. It looks like the majority of mag sales are happening online.

As I understand it, nothing makes it illegal to RECEIVE a banned magazine and then continue to possess it and use it. The legal problems all accrue to the person who sold or distributed the magazine.
This has certain implications. If the distributor is willing to take on the legal risk the recipient remains in the clear.
Perhaps the distributor is signed up to be a plaintiff to take the case to court. Perhaps they are for various reasons "judgment proof".

Tell them to throw them away and put it on the curb.... At that point they have officially relinquished its ownership, and you are free to dumpster dive. At that point you'd be the only one breaking the law.

To kind of wrap this up, I picked up the gun today from the FFL. The mags are being shipped to one of the members here on the forum. I'm glad they are going to a good home.
The FFL said they currently have three large totes filled with magazines. He said 'maybe close to a thousand'. Totally crazy.
WaDawg, unfortunately they don't do any substitutions. Maybe other FFL's do? I don't know. This is their policy:

As an aside, the FFL (Precise Shooter in Woodinville, WA) was packed. Got there about fifteen minutes after they opened, parking lot was filled and there was over 25 people in that small store. People exercising their 2A rights before idiot inslee and the other dims foist even more crap on us.
