So...if I'm reading right...

80% kits are firearms.
Slides and uppers are firearms.
Any serialized part is a firearm.
Must have FFL to sell 80% kits.
Must have FFL to mark firearms.
Any FFL that takes in a firearm without a serial number must add one.

Looks like they are requiring all previously completed firearms to be marked within 60 days of the rule implementation. Sounds a lot like the California serialization mandate there.

I'm with AR15 on the sentiment, but not sure I'm reading it the same way as some others?

It seems to my eyes that the suggested rulings impact on personally owned P80's is negligible on the outside. I read that it redefines an 80% frame and its parts as a firearm, but nothing about new requirements for existing private collections.
The wording specifically gives burden of the change to "licensee's".


"Once the rule becomes final, and unless already marked by another licensee, properly mark each PMF within seven days following the date of receipt or other acquisition (including from a personal collection)"

No worries...I'm sure everything will be fine anyway. They're from the government after all. I'm sure they're just here to help.
