I have both. The golden boy/brass are usually a smoother action than the blued versions. The extra weight of the brass and the octagon barrel make the extra money worth it in my opinion.
The Browning is just as smooth (mines an oldie) but its kinda tough to get used to the extra short throw of the lever if your used to traditional lever guns. I always pull it down too far and end up pulling the butt plate down my shoulder and have to reposition before shooting again.
That is the only problem I have with the Browning. Both are top quality and have nice wood. The Browning has very nicely figured walnut common for the period. The Henry has pretty nice walnut that beats most other standard rifles produced today. Fit and finish is excellent on both.
The Henry has a twist/lock for the tube feed which works well, but the lock on the Browning is a push/ball lock that is very nice. I do favor the tube on the Browning.
I only shoot my levers with iron sights so I cant offer advice about scope mounts.

I guess I should have added that this will be a X-mas gift for my girlfriend’s dad. He lives in Commiefornia. That said, we are just going to get him a gift cert to Bass Pro so that he can go procure one himself legitimately. (As legitimate as you can get in CA, I guess). Leaning toward the Henry.
Thank you all for your input. If we could afford to buy him a new Browning, that would be great. The price on a base-model Henry is pretty decent.

I thought these are pump action, not lever action.
Nope, one of the most highly regarded and longest running line of 22lr lever guns out there.
I was surprised when my neighbor pulled out a 39A to pop some cans in the yard -- didn't know he had one..... damn nice, solid gun! I was really impressed with how solid it felt and how smooth the action was. Decided to 'add 39A to the list'..... Poking around down at DJs not too long ago and spied one or two on the racks --- was surprised to see the tags read $695 and $795.... had no idea they are that expensive!!!! For that price, I think I'd go 357 or 44.....

Of the ten voices I hear in my head, only three keep telling me NOT to shoot.... Do I go with the majority or common sense?
