I am confused about "pending" NFA SBRs form 4s. When a current pending is approved by ATF after July 1 what will happen at the WA state level?

Form 4473 Box 20: "No NICS check was required because a background check was completed during the NFA approval process on the individual who will receive the NFA firearm(s), as reflected on the approved NFA application. (See Instructions for Question 20.)"

Now we have the new state FTA with SAR

So when the pending form 4 is approved is it only 4473 form or does the new FTA need to be done too?
