The personnel shortage was quite acute 15 or so years ago. So much, we were all "volunteered" to be unpaid contractors to forward names to US Army recruiters for enlistment. If you enlistment completed Initial Entry Training (IIRC), you got $2k. Even though we all "volunteered", we were asked about our body count when we met and it figured in our evaluations. We also had to submit names and put in time to recruit. Like a cult. We were given one t-shirt (woopee!) to represent our cause since we were not allowed to recruit in uniform. The number I remembered from that time was around 80% ineligibility for various factors like mental and physical aptitude, previous convictions, education, etc., all relaxed due to endless wars. You'd think we would go back to higher standards with a shrinking force but a higher population to draw from, but it's just as hard. But you have nutballs who say we ought to target game heads.

The soldiers I'm teaching air defense to are getting some big bonuses. Staff Sergeants are getting up to $70k to switch over from other jobs.

From what I’ve seen, the military’s chase for perfection is what drives the numbers down. When the purposes of the military is being a social experiment you get away from its main purpose of killing people and breaking stuff. We’ve narrowed down the criteria of who can join to the point that we’re creating a very small warrior class that further separates the military from the people. How many military members do you know that are from military families?
Is obesity a problem? Probably, but you also need to look at your people. Not every single person in uniform has to be a perfect fighting machine. You also need to look at your PT standards. I’ve known dudes that were serious weightlifters, but according to tape and height standards, they were obese, even though you could look at them and not see an ounce of fat.
I’ve also seen a serious brain drain and simple laziness in the military. More and more of the equipment is getting so complicated that you don’t actually have military members doing vehicle or aircraft maintenance. On the island I work on these days, we have a small handful of military personnel, they don’t actually do any of the work. Everything is done by contractors, from maintenance to security. A military that can’t do any of the work is a military that won’t work

Also the services are openly contemptuous of their traditional fighting force: rural males. The recent jihad against so-called white nationalism doesn't strike at the real nutballs they say they are going for (yes, there are some, and they are real dangerous) but at average working men who have traditional opinions.
War is not a career, it is a deadly business. Even though the dangers are different for the different services and for varying jobs, there is a real danger when there is a real enemy shooting back. When you're joining to support your country, your dedication level may be different if you are an SJW trying to change behaviors in Middle Eastern and US men.

The Armed Forces have plenty of issues to solve, but lowering standards solves none of them. The days of "cannon fodder" with a simple rifle, uniform, and pack full o' rations and ammo are long gone. Everything is complex as NotAMerc alludes to. Yes, some of it is so complex that a first enlistment servicemember can't be trained enough to do it, and those second or third enlistment (8-10 years in) folks now have so much training the DoD can't pay them enough to keep them in --- so they get out and, yes, often become contractors. Why get paid $60k a year plus an occasional (every 3-4 years) $70-$100k bonus when you can make $150k-200k every year? Plus no military administrative B.S.. I'm sure NotAMerc can throw in on that.
Zero Hedge dances around it, but the bottom line is our 21st century American society (school, home, etc) does not, by and large, produce young adults prepared for military service --- physically, mentally, emotionally, or morally. Dealing with officer cadets at our WA universities, I get to see the cream of the crop, and these young men and women are GREAT. Eastern WA is still a great area for military recruiters (enlisted or officer). But elsewhere in the country, not so much.

Commanding General at Fort Campbell Issues New Guidelines – Unvaccinated Soldiers Cannot Take Pass or Leave Base – Considered Non-Deployable
Recently, Commanding General MG JP McGee issued new guidelines for unvaccinated soldiers of the 101st Airborne Division during a virtual town hall Tuesday night.
As of today, unvaccinated soldiers can not take a pass and can not take Leave (which is earned from time served). And, according to our source, unvaccinated soldiers are now considered non-deployable.
Previous to this, there was a 20 mile restriction on pass and leave policy. From our source, “This is essentially taking any choice away from soldiers who have sworn an oath to protect and defend this great country. Absolutely embarrassing how they handle something like this.”
In a livestreamed town hall event, Maj. Gen. McGee announced that soldiers choosing to remain unvaccinated should not “not consider things business as usual,” when making travel plans this summer.
“It would be irresponsible of me to allow soldiers to travel unvaccinated throughout the United States and bring that back and have an impact on our soldiers, their families and our overall operational readiness. I’m sure that’s not gonna be a popular decision for some, and that’s quite alright,” McGee said.
McGee said he and his staff are considering a range of options, including limited range of travel and increased reporting requirements for soldiers; however, no final decisions have been made as to restrictions.
Soldiers who are fully vaccinated should expect more freedom of travel, according to McGee’s update.
For those that are unaware, AR 40-562 Para 8-3.
8–3. Refusal options The FDA may decide that potential recipients of a drug under an EUA should have the option to refuse it. The President may waive this option for military personnel.
So troops are allowed to refuse the vaccines, and “officially” they can’t be punished for it.
