Not really. That's the norm with criminal charges. A cop sees probable cause to make an arrest, and does so. Later on, after investigation, the prosecuting entity decides that the chances for conviction are too low, and drops the charges.

No "volumes" spoken. If the BAC was indeed 0.02, and field sobriety tests were passed, the case was inherently weak to begin with. Unless there's other details known, this all seems rather normal except for the fact that it's Bruce Springsteen, and maybe the fact that an arrest was made in the first place.

The OP article isn't clear but could be he declined the roadside PBT (voluntary in WA at least) and then agreed to the station BAC machine (that's where refusing will get you suspended).
