"Economic Freedom of North America 2020 is the sixteenth edition of the Fraser Institute’s annual report. This year it measures the extent to which—in 2018, the year with the most recent available comprehensive data—the policies of individual provinces and states were supportive of economic freedom, the ability of individuals to act in the economic sphere free of undue restrictions. There are two indices: one that examines provincial/state and municipal/local governments only and another that includes federal governments as well."

Certain less-free states, feeling the consequences of their excessive regulation and taxation i.e. the loss of population due to migration to freer states and the subsequent loss of revenues and Federal representation - are pulling out the stops to try to mitigate the damage:

"Trying to make up for the anti-growth consequences of their anti-jobs policies, some states spent heavily to augment their census numbers. California spent $187 million—about $4.73 per capita—on advertising and grants to nonprofits who assured the state’s substantial population of illegal aliens that there was no threat of being deported in responding to the census.

New York allocated $60 million for a similar effort, but fell 89 residents short of not losing a seat. "
