That’s odd because when you build axes you learn to use wedges. Nails and screws do very little for holding a head in place.
I understand that in a pinch a guy will stuff anything in a hole :ROFLMAO: but the fact that you’ve seen them in different wooden handle tools must mean something.

Here's mine. Bought this from a scrapper about 15 years ago. L.G. Isaacson was a mill supplier in Aberdeen Wa. starting in 1900. Still hung on the original haft, has a bend like it sat leaning against a barn wall for 30 or so years. I cleaned and painted the head to preserve it, I use it whenever I load the truck bed(which isn't too often).

Or adjusting tool? I've had something similar for chainsaws to tension the chain and clean the bar track.

How about ….
It’s a knife. Only the sharp end is inside the handle.
It would be a knife that a woodworker would use for marking or cutting wood veneer.

Swedish Barrel Knife. Found it earlier this week at Habitat for Humanity for 50 cents. I don't think they knew how to open it to see what it was.

Here's one that's puzzling me. I found it in a gravel alley in a residential neighborhood near my house. It is very corroded steel with a hard uncorroded tip. The thin metal bushing thing rotates around the shaft. It looks like a jackhammer bit for breaking rocks, but it's really short. Maybe an insert for a larger tool?
