I presume you're asking if the reloads can be sold legally. Is that what you're asking about?

Assuming they would be planning on just handing the gun to the buyer, not legal. If they were saying "here's the gun to look at it, if you want it we'll take a trip to the local shop for a transfer," legal.
As for the reloads, assuming they aren't actively reloading with the intent of making a profit, should be legal. Still not a good idea to shoot someone else's reloads, though.

I had a Makarov and some custom reloads for my wife I sold to a member here, when I sold him the reloads were for components only just to make sure I was legal. Never trust an other persons reloads.
