Need some kind of govt issued document with current address to establish residency. If that is not in WA then transfer needs to be through FFL.

FYI you are a US citizen who happens to also hold a Canadian passport. Canada recognizes you as a Canadian citizen. From a US perspective no such thing as dual citizenship so I would not mention that ...
