Well we can complain about 594, but that this is clarified and beneficial is fantastic.
I let mine lapse, but may re-get one....

I got mine around the time that 594 passed - maybe afterwards. I've been using it the entire time. No fuss, no muss.
I'd rather see a CPL exemption.

It still worked with some vendors online. Plus the discounts from some vendors (brownells being one) paid for it in savings.
But glad i guess that its "official" now

There's no evidence C&R didn't work since 594 passed. Just a bunch of out of state dealers who weren't sure about it.

I've previously posted the section of the USC that details that specific federal exemption.
But having the extra language won't hurt.

There are no examples of a dealer accepting it since 594 either...whether in state or out of state.
Plenty of examples of dealers who wouldn't though.

The devil is in the details; the exemption provided in RCW 9.41.113 applies to “licensed dealers” . The definition of “licensed dealer” is provided in RCW 9.41.010 as follows:
(13) "Licensed dealer" means a person who is federally licensed under 18 USC Sec. 923(a).
C&R licenses are in 18 USC Sec 923(
b). So the exemption in state law did NOT apply to C&R license holders. The language that becomes effective in July fixes that.

Yes, it's true that C&R holders are not "licensed dealers" but there is more to the story, and ANZAC is correct about that. We've discussed it in multiple threads, and we don't need to rehash it again here.
