Anyone know of outside locations where you can practice live firing drawing from holster?

Up by you? Not really. Out in the East county there are places. Only place ive really been is what we called "North 40". Its out on Mosquito Lake Rd in Acme.
** edit** were you looking for an outdoor shooting spot? Like a gravel pit? Or an indoo facility? Outdoor range? Custer gun club is just right off the Grandview exit on the East side of I5. Favorite llace to shoot. Its outdoors, but covered. Its member only but guests are only $5. Great ROs, never busy, and have a lot of freedom as long as you arent reckless.

I believe that Custer will let you once you pass a safety test. The gravel pit out on Mosquito Lake Rd is sometimes monitored by DNR folks, so make sure you have a discover pass if you go out there.

How were the road conditions getting up there? How many spaces for vehicles are there? Is it DNR land?

The road was pretty bad, however, if you go slow you should be just fine if you avoid the holes. The road is paved with rough gravel. There should be plenty of room for 20 different parties shooting pistol, shooting rifle is another story if you want to shoot with any distance. The day I went I could have been the only one after 20 minutes of patience. Yes, it is DNR land, so a Discover pass is required.
