While the instructions on the form do read this way, there have been numerous reports of ATF no longer accepting notification letters when moving within the same state and requiring the 5320.20. It seems to be an instance of them making up new rules and then not updating their forms to match their stated policy.

As long as the short-barreled upper doesn’t make the trip with you....
