Problem with barcodes are the myriad of specs required on both the printer, scanner, and recognition software. Don't meet a couple of them, and it won't work properly. They need to meet certification standards.
In the 90's I designed and maintained document imaging systems around the greater Seattle area. Had a complaint from a muni court that the scan rate failure on their infractions was about 30%. I drove down thinking the scanner was dirty and just needed to be cleaned (Bell and Howell Dynascan with an input roller that looked like a hand truck tire). Turns out the barcodes on the tickets were all fuzzy and out of spec. Police ordered two pallets of shit quality tickets from the lowest overseas bidder.
So the court just hired a couple people to manually enter the barcode numbers that couldn't be scanned.
It's the government, they just hire more people.
