I've found that when I put something in the cart, and let it sit while I think about buying the item I will get an e-mail with a discount. "Hey we see you have item X in the cart, if you get it now use code XXXX and take another %10 off".

Or you can sign out with stuff still in your cart. Waiting a day or two you'll get a discount offer.

I have also gotten emails a day later after registering for an account, but not buying anything. One can also find discount codes by just googling the company. Rockauto always has a 5% off code out there.

I am the marketing manager at our company. I run our Web store and all its campaigns. I have a campaign called, "lets clear that cart". I send it to only people who are new customers (we are b2b) that registered an account and left an item in their cart for more than 6 hours.
These are one off codes, expire after 8 days once you drip through the campaign. B2C tends to be more relaxed and use one code, which can be found or used again.

So, this all generally only works if a site has your email, otherwise, they can't send you the offer (obviously...)
So, if you're already registered to a site, or have signed up for their emails, this offer sometimes happens...
So, they send you an email/sales pitch, since they have your email address...maybe you click on it to check the price or get more info...tah-dah.....they know you're interested....
You close the window & move on to your email about Kardashian updates, your Zombie66 porn, or whatever....
That night, or the next day, they may send an additional email giving you an offer of 10% off, or free shipping, or both.....as they now have you down as interested, and they can still make a profit....
Or, if you're a registered memeber of a site, you get an offer (or not, either way), log -in, and put something in your cart, and then either log out, or close out, without buying; ......you may get an email later saying something about, 'did you forget this', or, 'did you still want to order this, with a discount offer....
Doesn't happen all the time, but often enough....

Somewhat related . . . you know what pisses me off? When I click on an item (but don't add it to my cart), and then later I get an email saying, "hey, give this another look, it's a great product."
Fuck you. Let me browse without getting spammed. On sites that do that, I now do a lot less browsing because I don't want the spam that comes later.
We are in the infancy of e-commerce. It will only get worse. I hate having to register on every site I want to look at...and of course, yet another username and password which I will forget.

It's their loss but I refuse to do business with those sites that require your info upfront before telling you what the shipping will be.
