Stupid question, but do you need to have to pay for the stamp right away? Or would you be ok to do the tamp in a few weeks?

So I have my nfa trust from pre 41p. So if I want to order this today what do I need other then cash? Also who up north does nfa transfer and what do they charge? The only person I know is Herb at Telescope and he told be 150 for a damn transfer. Is that normal rate???
