So, the state charged him with 'unlicensed practicing of engineering'.... Luckily higher courts agreed that it was bogus, but still.. Really? Charge a man with prqcticing without a license for bringing FACTS to a red light camera hearing? What was he supposed to do?

What a load.....I provide engineering everyday at my job and do not hold a Professional Engineering license (nor do I have an Engineering degree, business actually).
If the State decided to go after everyone who engineers something without a license, society would come to a screeching halt.
Those bureaucrats should be fired and forced to perform manual labor, cleaning the human waste from homeless people off the sidewalks would be a good start.

The Oregon State Board of Examiners for Engineering and Land Surveying should be charged with being alive without a brain.

I don't think for a moment they were stupid enough to actually believe their charges would stick.
They got the effect they wanted.
The guy had to go through a higher court.
Now, most people will just pay the fine, rather than go through all the expense and hassle...

When did Oregon stop burning these people at the stake? Maybe that's what they mean by "progressive" down there. Now when they accuse you of doing math they just send you to court.

If I recall correctly this dude did refer to his "engineering training" somewhere along the line in his presentation to the court. This was evidently construed by some bonehead as presenting himself as an engineer.
Kind of like the guy who shows up at the scene of an accident before first responders, says he's had First Aid training, and then is charged with presenting himself as a Doctor because some other dipshit thought that's what he said.
Oregon is different. It comes from being right next to California. Given enough time Washington will be exactly the same.
Crap, in my neighborhood alone over 60% claim recent ties to California, having moved here in the last 10 years or less from that "political boil on the ass of our country">
