I hate to toss a turd in the "Up Your's Seattle" party punch bowl but if this tax is upheld by the State Court of Appeals/State Supreme Court, you can rest assured that every single entity with taxing authority (Cities, Counties) will pass a similar tax of their own. It won't matter where the shop's located there'll be a tax to pay.
They're all greedy for money and this will be too good an opportunity to pass up. Expect a requirement that all firearms sold in private transactions that are "transferred" by FFL's will have this tax collected at the time the paperwork is completed. On that note, you can pretty much expect the legislature to close the tax loophole on private sales as well. Too much lost revenue in Sales Tax and too tempting for them to leave alone.
